Pakistani water utilities (WASA, KWSC) charge on a flat-rate or slab system based on connection size, not metered consumption in most areas. This means most households pay a fixed quarterly or monthly amount regardless of how much water they use. This system discourages conservation and leads to chronic water waste. A small number of areas have metered connections where consumption is billed per unit.

UAE water bills are issued by emirate-specific utilities — DEWA (Dubai), ADDC (Abu Dhabi), SEWA (Sharjah), RAK Electricity & Water Authority (RAK). Bills combine water and electricity charges. UAE water is almost entirely desalinated seawater — an extremely energy-intensive process — making the real cost of water production very high, though government subsidies keep consumer bills low. UAE nationals receive additional subsidized rates compared to expatriates.

UK water is supplied by regional private companies — Thames Water (London), Severn Trent (Midlands), Yorkshire Water, United Utilities (Northwest), Scottish Water (Scotland — publicly owned) and others. Most UK households are billed either on a fixed rateable value or via water meter. The government regulator Ofwat sets price limits for each company every 5 years. Average UK water bill is approximately GBP 400-600 per year (GBP 33-50/month).

US water is predominantly supplied by municipal (city/county) utilities, though private companies like American Water serve some areas. Billing is nearly always metered — you pay for what you use. Average US household uses about 80-100 gallons per person per day. Water rates vary enormously by city — from $2/1,000 gallons in some Southern cities to $10+/1,000 gallons in drought-affected Western cities like San Diego or Tucson.

Indian water supply is managed by state-level urban local bodies (ULBs) and municipal corporations. Major cities have their own utilities — BMC (Mumbai), DJB (Delhi Jal Board), CMWSSB (Chennai), BWSSB (Bangalore). Billing is typically metered with slab tariffs — the more you use, the higher the per-unit rate. Water supply hours are often restricted (2-4 hours/day in many cities), pushing households to maintain overhead tanks and sometimes buy private tanker water.

Saudi Arabia's National Water Company (NWC) provides heavily subsidized water at some of the world's lowest tariffs — residential rates start at SAR 0.10 per cubic meter (roughly $0.03/m3 vs $1-3/m3 in Europe). Water is almost entirely desalinated or treated groundwater. Saudi Arabia is one of the world's highest per-capita water consumers despite being a desert nation — a direct result of extremely low prices reducing conservation incentive. The government has been gradually increasing tariffs to reduce consumption.
